No, not possible, afaik. IBM/Rational builds their plug-in's on top of eclipse, so they tightly control the base product levels, so that they can provide effective support for their released products. IBM ships their implementation with the basic "eclipse update" functions disabled.

BTW, eclipse 3.8 is not Juno (4.2)... Looks like a "fix" release for Indigo (3.7) and is to be abandoned after Kepler (4.3) is released next year...
