Ok, just guessing:

maybe the install program has a proc "owned" by an id
that is foreign to your system so you may want to
look at both USRPRF and DYNUSRPRF attributes of the
install program components

Yes, the library XMLSERVICE is secured by an authorization list which i am listed as all authority.
fyi. im tring to install xmlservice

im trying to create a procedure and get Not authorized to CREATE PROCEDURE. message. I checked the authority of SYSROUTINES in QSYS2 and qpgmr has full authority which my profile is part of.

What else am i missing?
