Just guessing but there are generally 2 reasons to leave the old bx
"as is" and do it this way:
- Less outage required to upgrade the new box doing a previous to
current release migration (1 outage compared to 2)
- Less perceived risk as the old box is available as a discrete
rollback if the upgrade goes bad (especially if there is only a prod
system)

From my own experience it's generally nicer doing time critical
upgrades on new tin as it is much quicker - more memory, faster proc,
faster tape, faster disk. This can make a significant difference
especially if there is a lot of object conversion required.
