That solved it. PrivacyClientIcon.exe was running.

You can click the icon in your system tray, then configure it not to load the next time you boot.

This issue came up before in the list with the same solution, but I didn't find it when searching. seems like I was looking for Shift+Esc and the other thread was Shift-Esc.
