...anyway my "guesstimate" is that it required some
PTFs currently on the system to be perm applied...

Normally I would only permanently apply PTF's prior to doing a Version/Release upgrade...

Should that process be changed to PERM apply ALL PTF's prior to a Technology Refresh?

Thoughts/comments????
