Yes, because it's essentially trying to do a CLRPFM before doing the copy.

The error is occurring when other programs attempt to access the TOFILE when the CPYF operation is taking place.

After a bit of experimentation, I'm no longer convinced that the problem is related to CPYF anymore.

I created a large file so that a CPYF would take a while to complete. When I add more records to the file and, in another session, query the file ... I have no problems at all. The target file is locked with *SHRRD.
