If it is not possible to update the access plan for static SQL in a program,
it will be updated the next time the program is executed.
The access path stored within the program object is only stored for static
SQL and is only used if there is no other access plan to be validated, i.e.
when the query is executed by the CQE or it is executed by the SQE and no
access plan is found in the SQE Plan Cache.

Thanks Rob. I did find that but the thread was 18 months old and talks about
away to stop the error but does not explain how to determine what is being
locked and who has the lock. And says going to dynamic will have a negative
impact on performance
