I would think the optimal way would be to use messages in a message file
with substitution variables.

See message CPAE0025 in MSGF QCPFMSG as an example of a message with
substitution variables.

Subject: optimal way to do message substitution

Hi all,

For those who have not seen it, I found this little demonstration of the use
of CL DEFINED variables very interesting :

http://publib.boulder.ibm.com/infocenter/iseries/v7r1m0/index.jsp?topic=%2Fr
bam6%2Fdefinedv.htm

It states that "This is not the optimal way to do message substitution..."

But it looks a good way to me, what IS the optimal way?
