Aren't you an iSeries guy ? :-) I would imagine you would start with WRKSYSSTS.

Run it where you can get the memory it needs. I believe QSYSWRK/QUSRWRK is where we usually submit it. This is where most server jobs seem to go.

You can also create a custom subsystem to lock memory just for Tomcat if needed.
