I think that is the "prep" ptf, not the actual TR 4. Keep in mind a initial PTF is issued that gets the system ready for the next TR prior to the TR coming out. Based on the IBM web site for TRs only three has actually been released as of now. Pete acually pointed this out in his original post.

Read the cover letter on MF99004 carefully:

It supersedes 738 MF PTFs (Possibly a record!)
A SAVSYS is requested (I would say REQUIRED) before applying this
PTF.
It requires ALL MF PTFs be permanently applied prior to itself
being applied.
It also must be permanently applied.
If you are upgrading from an image catalog this PTF must be on the
image catalog.
It may change sysval QPRCMLTTSK or processor multitasking mode.
