One alternative is to send the spooled file to an dummy output queue which is /not/ attached to a a printer, but has a data queue associated with it which has a never-ending program which monitors the data queue for new spooled files.

Each time a spooled file is received in the dummy output queue and goes to RDY status, the program receives the data queue entry and then uses SNDNETSPLF to send the newly-arrived spooled file to two different user ID's - one which has a default outq/printer of PRINTER1 and the other which has a default outq/printer of PRINTER2.
