The command SNDPGMMSG is not allowed to run in a command environment of *EXEC; the command is only allowed only in a compiled program or in a REXX. See DSPCMD SNDPGMMSG for "Where allowed to run".

Presumably "runs right through" means that the error on the call to the QCMDEXC API was ignored [by the ILE RPG program].
