If you cannot find QSYS2/SYSPINDEX you may want to schedule a restricted
state
RCLSTG SELECT(*DBXREF)
This takes significantly less time than a full RCLSTG.

What version of OS are you running? I see it listed in the Infocenter for
6.1 and 7.1 but I cannot find it in V5R4.
