Is the library list for a trigger program determined by the job that caused
the trigger to fire?

No, it is resolved at the time the trigger is added to the file and
the qualified name of the trigger program is used when the trigger
needs to fire. Or at least that is how it used to work, and the
primary reason was security. That way a rogue user could not usurp
the trigger logic by inserting a program higher in the library list.

If you do a DSPFD filename *TRG on the file in question, I believe you
will see the qualified name of the program which will be called, even
if *LIBL was used to add the trigger.
