I checked the V5R3 to V6R1 cross reference and the V5R3 to V5R4 cross
reference to see if there was a matching ptf for either of those - nope.
If there was, I would have looked to see if there was a 7.1 match for one
of those.

This 'can' mean it was fixed in the base os. If you want to open a pmr,
you could try referencing the apar associated with that ptf, and see if it
was resolved in the base:
