Does anyone know of a way to force the QGYSERVER jobs to run in a "specific" subsystem?

The problem I'm seeing is that when a job using an API that starts up this server (Listing spool file for example), is executing in a subsystem where the MAXJOBS are already active, the job wanting to start QGYSERVER gets an error causing it to abend:

CPF1105 Maximum number of jobs running in subsystem.

I'm hoping there is a way to force the QGYSERVER jobs to run somewhere else...
