The funds, which are managed by the COMMON Education Foundation (CEF), are used to send someone to the COMMON conference ... the person that the CEF selects (based on nominations submitted by the community) has demonstrated a commitment to the IBM i community, a willingness to help and educate others, and is an advocate to the i community. The same qualities that Al Barsa demonstrated.

Yes, that's almost exactly what the CEF web page says ... but I wrote it myself before consulting the web page.

As to how it helps the i community ... it rewards people who help other people and encourages people to share their knowledge and expertise.
