The better question that Jon was driving to is what is the library list on the job description on the submitted job?

There's a good bet that the library list of the job itself is the root problem. You won't necessarily see the same thing from an on line session depending on how the work management is set up.

A fast kludge to make it work is in your job add the library to the library list where the message queue is. Monitor for the Library already there message, ignore it and move on.
