From the help on CRTNWSSTG I see:
The range for FORMAT(*NTFS) is from 2 to 1024000 megabytes.
The range for FORMAT types *FAT, *FAT32, and *OPEN is from 1
to 1024000 megabytes.
The range for FORMAT(*NTFSQR) is from 500 to 1024000
megabytes.

Looks like 1TB to me.

Are you doing this for an lpar of i or for something in the iscsi/ixs
genre? I was in the camp of 1 big space for a guested lpar of i. Jim
Oberholtzer is trying to convince me of the error of my ways and, even
though it's not one physical arm, it's still 1 pipe and you really want
multiple smaller ones than one big one.
