When you create a command, you have the capability to set the command to
allow limited users to execute that command. By default, they would be
allowed to execute the underlying program. The "Call" command does not allow
limited users to execute it, so the limited users would not be allowed to
execute a program you compile even if you set the authority to *ALL.

JMHO, I'm just a flunky programmer.
