Add SENDEPSV 0 to script (to turn it off)
Many posts on midrange about this. PASV and EPASV are not just iSeries but on may other ftp servers (and clients). Apparently v6r1 server turns it on, but the iSeries client not (or other way around).
There are ibm docs on this as well.

Continuing getting stuff working on our new iSeries, 6.1.

We have a few remote 6.1 iSeries boxes at client sites who want to transfer
files with our box, via FTP. Whenever they begin the 'put' or 'get'
commands, they get the following:

229 Entering Extended Passive Mode (|||some port|)

But nothing ever gets transferred. There must be some setting somewhere
that I'm overlooking- what would it be?
