The HATS development tools are free to use, the HATS runtime is licensed to the host machine by PVU (Processor Value Unit). However, you can't get it from your normal channel (that is, AAS/eConfig). HATS runtime is only available through Passport Advantage and can only be ordered by an IBM Rational Reseller or IBM BP. Effectively, you can't get it yourself, so you might as well get in touch with your Rational partner to figure out the details.

I'm not a Rational expert, although some people who are hang out at WDSCI-L.
I think there is a run-time user license for HATS.
I poked around a little at http://www-01.ibm.com/software/awdtools/hats/
which is a good starting place. You can select your country for
specific info.
A window popped up inviting me to chat - maybe you will find someone who
understands Rational licensing.
As you get into the project you may find the HATS HotSpot link from the
above URL to be helpful. It takes you to a wiki and an active forum.
