I did more digging and found a new wrinkle. What I missed in my earlier
post, is that when this program is called, there is an intermediate program
being called first - does that change things?

Program 1 (with display file) is called from a menu. The user goes through
several screens, then if a certain function key is pressed, it calls program
2 (no display file). Program 2 calls the new display window. This causes
the blank screen in the background.

If the new display window is called from the command line, or directly from
program 1, the window and background display as expected.
