"Is the purpose of this exercise to ultimately get the file back to an
AS/400 QSYS library. How is the file going to get transformed from an
AS/400 file to something a PC could use (If you want it for input to a PC
process)?"

The file is a tab delimited file created automatically on the AS400 but I
am not going to send to any other library nor any AS400: I want to put the
file into a non-IFS folder (out of the IFS). Is in one of our servers.
Eventually, this file will be manually opened and formatted in MS Excel by
an user.
