The cover letter to the PTF is available at
http://www-912.ibm.com/a_dir/as4ptf.nsf/a18db68aae4a7d81862566ba005d145c/d98a5b749bc66e1a86257841006313c0?OpenDocument&Highlight=2,si42712

It is also available at
SNDPTFORD PTFID((SI42712)) PTFPART(*CVRLTR)

Anyone is free to read it.

Anyone can read it's apar at
http://www-912.ibm.com/n_dir/nas4apar.nsf/c79815e083182fec862564c00079d117/d40f09375ffc311c8625783800423caf?OpenDocument&Highlight=2,SE46894

It's description is minimal: OSP-LI INTERNAL MAINTENANCE

It hasn't made the 7.1 hiper group yet at
http://www-912.ibm.com/s_dir/sline003.nsf/554c38c4848b77f2862567bd0046e003/3b6347e1ed99ac518625770a005b199c?OpenDocument
However, if what Larry suggests is correct (and I have no reason to doubt
him) then waiting for it to be on the hiper group may be problematic
because most people apply the hiper group at IPL time and SI42712 is meant
to avoid a problem at IPL time.
