Don't know of any tools, but the COBOL (except for screen I/O) should
come over pretty well. The BASIC wouldn't come over...the AS/400 used
to have BASIC many moons ago, but not in quite a while. IBM may be
able to help with that. DCL to CL would be interesting - you might
want to write a translator; shouldn't be too difficult.

I used to work on VMS systems; let me know if you need any contract help. :)
