There has been a lot of talk about i on cloud here recently. Search the archives for "cloud"

One option today is provided by Jim Oberholtzer and Larry Bolhuis, who both frequent these lists. Go to www.idevcloud.com

Another option is the virtual loaner program - this a free service for partners in development - you have to sign up but it's free, not sure of some of the details, but Aaron Bartell has done it. I don't think you have to declare a product you want to make, but maybe. At any rate, the VLP gives you use of a partition at v5r4 or 6.1 or 7.1 for up to 2 weeks, extensible by 20%, if I calculate things rightly.

There are also a couple sharing offerings on the net - I use one from http://www.rzkh.de/ - the free offering is at v5r4 or v5r3, I forget.

Does anyone know if IBM offers access to the IBM i for developers, like in
their cloud computing offering?

I was on their cloud computing site a few weeks ago and was finding it
difficult to get some real details of what is offered and how much, and
decided to get on one of those chats that keep popping up when you are on
that site. I asked the IBM chat respondent this question and he/she said
that the IBM was not available in the cloud yet, but they're working on
adding it to the cloud offering.

I'm starting to wonder if that's true.
