If you want to edit the PDF, as in change the contents, PDF probably
isn't the best format for you.
RTF may be the most compatible.
It would make more sense to most of us if, like Richard mentioned, you
could give us an example of what it is they are doing, why they have
to edit, etc... Maybe instead of emailing a PDF creating a web
application would be better, especially if it's data you want to store
once they change it.
