I tried 1 statement:

Delete From FILE1 A
Where RRN(A) in

(Select RRN(B) from File1 B
WHERE B.ord# concat substr(digits(b.crtdat), 5, 2)
concat substr(digits(b.crtdat), 1, 4)
NOT in (Select C.ord# concat MAX(substr(digits(b.crtdat), 5, 2)
concat substr(digits(b.crtdat), 1, 4))

From FILE1 C Group by C.ord#)
