I just brought up DCM, and it certainly looks like we have a *SYSTEM certificate store, along with a Local Certificate Authority and an *OBJECTSIGNING certificate store.

Besides which, we routinely run our emulation sessions in secured mode, and I don't think the secured Telnet port even comes up without a *SYSTEM certificate store.
