Are the PCs in question really "personal computers", or are they servers? If
they're really personal computers then my suggestion would be to stop trying to
use them as servers; to migrate whatever process they're using to generate .csv
files to a server. If they really are servers, then how about sending your
request to their respective HTTP servers to fetch the files?

I do not want to have to go to each PC and send the data up but would rather
initiate the process from the IBM i.

I also need to be able to clear the files on the PCs after I copy the data.
