It seems that the sort for WRKSPLF is in groups, as already stated. The groups are based on status - Ready first, then Saved, then Held. You could get the IBM sort by adding some numeric code for each group, then sort on that first, then apply the system sort criteria. That seems to be by create date/time ascending.

But that value may already exist! Just being curious, I looked at QUSLSPL - SPLF0300 has a "Spooled file status" element - numeric, in this order: RDY OPN CLS SAV WTR HLD MSGW PND PRT FIN SND. Now those don't correspond, either, to what I see - SND is always first, OPN is always last, e.g.

I have a command that's an "enhanced" version of WRKSPLF on my website.
It
allows sorting by any column in the list. The source code is included,
it
also uses the QGYOLSPL API. You can take a look at it if you want if
nothing else other than the code for sorting, etc. the website is
