Um, yea this isn't a good thing. This program has been in use for 16 years. Changing how the users key the numbers would be a bad thing. Some of the older users are use to keying the decimal when a change is needed and they are also use to hitting field exit. If the value is a whole dollar, they might not be used to keying the 00 at the end to accommodate the assumed decimal point.
The problem comes from new users who are more familiar with windows apps and want to use tab to move to the next field.
