What release? Starting in V5R4 (I think) IBM introduced proxy commands.
FTP's true command is in QTCP with a proxy command in QSYS. Don't copy the
FTP command object from QTCP to QSYS. The same is true for QSH (QSHELL/QSH)
and CPYTOPCD (QIWS/CPYTOPCD).

Have you tried reinstalling the LPP for each product (such as 5722TC1 for
V5R4)?
