So, after debugging some more, i finally found the issue:

CPYF of the PF to a new library: Problem solved.
Displaying all LFs that depend on the PF, then deleting all those LFs:
Problem solved.

Setting QSAVACCPTH to 0: Problem solved.

I have now set QSAVACCPTH to 0, completed a Save to tape.

I have told IBM about the solution i found, and they're now escalating
this to the US.
