I just tried a public only NFS share on VRM530. The /etc/exports file contained:
/qibm/ProdData/ca400 ROOT=


Public authorities to that path are the default values:
\ *RWX
qibm *RX
proddata *RX
ca400 *RX

Finder (10.5.7) connected and opened it successfully.

In your case I suspect that *PUBLIC does not have sufficient authority to the shared path. If you don't want to give public authority then you may also be able to set the ANON attribute to the UID of a profile that does have sufficient authority.
