You might get better answers if you bothered to show the message ID so people could look up the actual message on their system instead of guessing from a translation.

Still SQLCODE -679 converts to message ID SQL0679 and the second level text of that message tells you that:
a) you're running under commitment control
and
b) a preceding operation has not been committed

So does that help? The second-level text is very clear (at least in English) about the likely causes and when applied to your example code the cause seems obvious.
