I would go to 7.1, assuming there isn't a show stopper in the memo to users. In general the biggest problems we have after an OS upgrade is with SQL and/or communications, the worst was the V4R4 to V5R1 (???) which was buggy. IBM had re-written the OS and/or MI IIRC. Our biggest problems with the upgrade to 6.1 were with our communications to the mainframe. (DB2 to DB2) Both boxes were upgraded at the same time so pinning all the problems on 6.1 is not representative. The worst were fixed in short order, < 3 days.
