Yes.

1) Buy some third party software to do so:

2) Get an open source .ZIP utility to run in PASE
7Zip : http://systeminetwork.com/article/7-zip-running-i
gzip : ???
Infozip : ???

I found a few articles on the web on creating Zip files via the iSeries in a CLLE program or from a command line.

Is it possible to create a Zip file in CLLE that is password protected?

I know you can do it in WinZip.

My specs call for a file on the IFS to be zipped and password protected, then sent via SFTP.

We have never created zip files from the iSeries, let alone password protected them.
I need the easiest method possible, if there's more than one way to do it.

Thanks!
