IMO the initial program is often a poorer choice than a routing program; given the described scenario, the INLPGM may be a better choice. Any user that is not limited-capability would likely be able to bypass the INLPGM [e.g. at the signon display], plus all new & existing users would need to [be changed to] use the same program or each existing source changed & recompiled. Of course every new & existing interactive subsystem would need [to be changed] to have the routing program active for the appropriate routing entries.
