I think you need to do it with stream files in the IBM i. There are several
(free) utilities out there that can help you with your request. One that
comes to mind is DBG400's CRTCSVSTMF .

If you want to roll your own, you would need two files, one with the header
info and one with the detail data. Create a STMF file with your header info,
using the same delimiters as your CSV file, and CPY it to a new STMF, let's
call it MyFile.CSV. Then, with the CPYTOIMPF command *ADD your detail data
to MyFile.CSV
