Although the inquiry message CPA0701 sent in response to default error handling in a CLP gives the message identifier, statement number, and first level text, all of the other details like prior diagnostic or error messages, second level message text, and the from\to programs that issues the message and others. The spooled joblog of the job which sent the CPA0701 should be reviewed.

The above applies generally, however....

About the only messaging attribute that should matter for this specific scenario given the claims, would be the "From" detail, which would confirm the user identifier. Then of course verifying [again] that the named user has SPCAUT(*ALLOBJ) in its list of special authorities.

If the problem persists after ensuring the expected user profile and special authority, and the database file & member could be allowed to be replaced as part of an attempt to circumvent and\or perform problem-determination, then effecting a move of the existing file to another library [MOVOBJ leaves its authority unaffected]. After moving the file, creating a new file as replacement for the original\problematic file might circumvent, while leaving the original object to be further investigated for the origin of the unexpected symptom msgCPF3137 presumably F/QDBCLRPF.
