I don't think it's file handling tasks in general; the 'unstopable'
tasks appear to be things that require the system to hold an exclusive
lock on the object (ie clearing a queue, file, or a library) to perform
the task. These are tasks that need to complete in a 'reasonable'
amount of time in case another task wants to add a new
record/message/entry to that object. The system tries to complete the
'unstoppable' task as quickly as possible, which means "don't interrupt
me, I'm busy!"
