CLRPFM would be one of those commands, which I learned the hard way...

In 1985 I used CLRPFM on a file, forgetting I was using a production library
list. I immediately realized my mistake and tried to use SYSTEM REQUEST,
option 2 (ENDRQS) to cancel it, whereupon receiving the message: 'Cancel
operation delayed until internal operation completed.'

I had to kick all of the users off the system and call for the backup tapes
and restore the file.

CPYF is one that I remember-- it used to be that once started it would
not end until it was done copying. Then the process was modified so
that the copy would sort of 'pop its head up' now and then to see if the
job had received a 'cancel request' and then abort the copy.

If I remember correctly, things like clearing a job/out/message queue
used to be unstopable as well, but (if there's enough in the queue) may
take a breath now and then and let you stop the process.

There are undoubtably other functions that the machine considers
'critical' that can't be stopped.
