I was able to back level QUSRSYS library and then restored it, I was still
missing my host table file entries. The workaround I used was to create
the
QATOCHOST file in QTEMP library then I took option 11 to merge the host
table file, this worked with no problems.

Once we have a new OS installed I'm cautious about restoring the QUSRSYS

everything!

I prefer to restore those libraries OPTION(*NEW). This restores the
stuff we've accumulated, while leaving the stuff the OS likes alone.
.
You can then restore those libraries under 'assumed' names (QUSRSYSOLD /
QGPLOLD) in case you need to pick anything out of them.
