Given the v6r1 system is scratch installed with LIC & OS only, then restoring the v5r4 pseudo-user libraries QUSRSYS, QGPL, and QSYS2 prior to installing the QGPL, QUSRSYS, and OPTION(01) is the best method. If the v6r1 system is already installed, for which one might "reinstall" those features, then I would recommend finding a means other than restore to migrate the data.... or scratch install the v6r1 system to have only LIC & OS before restoring the data from v5r4.
