on v6.1 hit F21 from wrkdevd opt01 and get "Function key not allowed"

If someone has a setup such as this do a wrkdevd on OPT01 via green
screen,
go through the function keys and look for F21(assistance level).. Hit F21,
does it bomb your session, I am on V5.4 and on 6.1 and both sessions will
abnormally end.
