Built into the OS no.

But as they say anything is possible given enough time and/or money...

In this case, there used to be utilities you could buy or you could
roll your own that allowed you to send commands to a batch job, to
change it's library list or look at something in its qtemp.

I suppose you could have such a utility in play, however it's more
likely that you're missing a step in the job stream that's changing
the library list.
