Your best bet is to do this with an exit program for the Telnet server.
But, this will only work for you if your Telnet clients have static IP
addresses.

Another thought is to disable your system's capability of generating and
using the QPADEVxxxx devices. That would mean creating named devices for
all of your legitimate users and setting them up so they can use them. If
the exit point solution won't work for you, this might be a way to do
this.
