Are you sure that is the name of the files? I bet they are QAOKL* and not
OAKL*

Most likely this was the result of a poor backup plan. When you saved
QUSRSYS, those files were in use, or to be more correct the QAOKP* files
were in use. Therefore, you didn't get the physical file saved, so you
can't then restore the dependent logical files.
